The Watershed, a mixed-use affordable senior housing development in southwest Portland, is the 2009 EPA Region 10 Phoenix Award winner. The Phoenix Awards were established in 1997 to recognize notable achievement in Brownfields redevelopment. Between 2001 and 2007 HAI played an integral role in the re-development of this former auto wrecking yard site with petroleum, metals, and chlorinated solvent contamination. HAI advised and assisted Community Partners for Affordable Housing and the Housing Development Center throughout the process regarding environmental-related development issues.

HAI was first contacted to assess the potential environmental development issues and costs for the proposed housing development based on prior testing and studies. HAI also provided technical assistance with respect to contamination-related development issues that facilitated an EPA Brownfield Grant for site remediation. An Analysis of Brownfield Cleanup Alternatives (ABCA) was prepared for EPA review, identifying soil removal as the preferred cleanup alternative. HAI also prepared a Soil Management Plan (SMP), Quality Assurance Project Plan (QAPP), and a Health and Safety Plan (HASP) for the remediation activities that occurred during site grading.

HAI provided comment regarding the site environmental conditions as they related to and may have affected the proposed development/design features (i.e., foundation design, parking structure design, placement of utility corridors, stormwater containment and disposal, etc.). During the soil removal activities, HAI conducted cleanup oversight and the confirmation sampling. A Closure Report for Brownfield Cleanup was submitted to DEQ, who issued a No Further Action (NFA) letter for the site. This NFA determination, as well as a Phase I ESA prepared by HAI, allowed loans to be approved for further construction without delays. Following construction, HAI conducted radon testing to satisfy lender requirements. The LEED-certified facility opened in December 2007.
